What is the difference between Anmeldung and Ummeldung?

✓ Answered · 5 min read · 3 views

Anmeldung is your first-time address registration when you arrive in Germany. Ummeldung is when you change your address within Germany after you've already registered once.

Anmeldung

What It Is

✅ You're arriving in Germany for the first time or returning after 6+ months away. ✅ After your initial Anmeldung, you'll receive a SteuerID (tax ID number), which is for life. ✅ Deadline: You legally need to do this within 14 days of moving in.

Documents You'll Need

  • Your passport + visa
  • Your Wohnungsgeberbestätigung (landlord confirmation of residence)
  • The Anmeldeformular (registration form)

Ummeldung

What It Is

✅ You're already registered in Germany and moving to a new address. ✅ This applies whether you're moving within the same city or to a different city. ✅ Your old address is automatically closed, and your new address is registered.

Deadline

  • You need to complete your Ummeldung at your new address's Bürgeramt (citizen's office) within 14 days.
  • Some cities are a bit flexible with this 2-week rule; delays of 4-6 weeks might be accepted, especially if you're waiting for an appointment.

Documents You'll Need

  • Your passport
  • Your new Wohnungsgeberbestätigung (from your new landlord)
  • Your old Anmeldebescheinigung (registration certificate), if you have it
  • The Anmeldeformular (for your new address)

Process Comparison

Situation Action Taken Bürgeramt Branch
First arrival Anmeldung Bürgeramt of your new place
Moving within the same city Ummeldung Bürgeramt of your new address
Moving to a different city Ummeldung (new) + (old address automatically closed) Bürgeramt of your new city
Leaving Germany Abmeldung Bürgeramt of your old address

Moving Within the Same District (Example)

Example: Berlin Kreuzberg → Berlin Wedding

✅ You'll need to make an Ummeldung appointment at the Wedding Bürgeramt. ✅ Bring your new Wohnungsgeberbestätigung. ✅ Your registration will be updated, and your Anmeldebescheinigung will be renewed with your new address.

Moving to a Different City

Example: Berlin → Munich

✅ You'll need to make an Ummeldung appointment at the Munich KVR (Kreisverwaltungsreferat, their local authority, similar to a Bürgeramt in other cities). ✅ Bring your new Wohnungsgeberbestätigung. ✅ Your Berlin registration will automatically close (Bürgerämter communicate with each other). ✅ You'll receive a Munich Anmeldebescheinigung.

⚠️ Remember to manually update your address with your insurance provider, university, and bank. ⚠️ If you have an Aufenthaltstitel (residence permit), you also need to notify the Ausländerbehörde (foreigners' office).

Abmeldung (Leaving Germany)

What It Is

✅ This is for permanently leaving Germany. ✅ Your registration at your old address's Bürgeramt will be closed. ✅ You'll receive an Abmeldebescheinigung (deregistration certificate).

Deadline

  • You can do this anywhere from 2 weeks before to 2 weeks after you leave.
  • Some cities even allow you to do your Abmeldung by mail after you've left Germany.

Documents You'll Need

  • Your passport
  • The Anmeldeformular (Abmeldung version)
  • Your old Anmeldebescheinigung

Effects

✅ Your insurance won't automatically cancel — you need to do that yourself. ✅ Your bank account can stay open if you add an international address. ✅ Your tax/SteuerID record remains for life. ✅ If you return to Germany later, you'll need to do a new Anmeldung.

For Children + Family Members

Anmeldung/Ummeldung

  • All family members should be registered at the same appointment.
  • You'll need a separate form for each individual.
  • Everyone will be registered at the same address.

Separate Family Member Ummeldung

  • If a family member moves to a separate home, they must do their own separate Ummeldung.
  • They won't be automatically removed from your Anmeldung.

Common Problems

Problem: I Forgot to Do My Ummeldung

  • The official fine can be 500-1,000 €, though it's rarely enforced in practice.
  • Even if you don't strictly need to do an Anmeldung at your new address, most people do.
  • If you don't, your old address remains registered, and your mail will go to the wrong place.

Problem: My Ummeldung Was Delayed After Moving Cities

  • A delay of 4-6 weeks is common, especially if you're waiting for an appointment.
  • A screenshot of your appointment confirmation is usually sufficient proof that you tried to register on time.

Problem: Aufenthaltstitel + Address Change

  • Your visa or residence permit might have your old address written on it (this is an older format).
  • You must notify the Ausländerbehörde of your address change.
  • Renewing your Aufenthaltstitel card is not done together with your Ummeldung; it's a separate appointment after you've completed your address change.

Visa + Address Change

Aufenthaltstitel Transition

  • Your visa or residence permit card was issued with your old address.
  • Your new address means you'll get a new Anmeldebescheinigung.
  • You must notify the Ausländerbehörde within 4 weeks.
  • The address on your physical card won't change, but it will be updated in their system.

New Bezirk Ausländerbehörde?

  • In Berlin, there are separate Ausländerbehörden for different Bezirke (districts) — so if you move to a new Bezirk, you'll go to a new branch.
  • Cities like Munich, Hamburg, and Frankfurt usually have just one main branch.
  • If you've moved to a completely new city, you'll deal with a completely new Ausländerbehörde.

Practical Advice

✅ Get your new Wohnungsgeberbestätigung 2 weeks before you move. ✅ Make an appointment at your new address's Bürgeramt for your Ummeldung. ✅ Update your address with your insurance, university, bank, and the Ausländerbehörde. ✅ Renewing your Aufenthaltstitel card isn't always required just for an address change, but notifying the Ausländerbehörde is mandatory.
