About the Program

The 6-semester Bachelor's degree program in Public Administration is a dual degree program that qualifies you for work in career group 2, first entry-level office (formerly senior service) in the field of general services in state and local government. In order to enroll at Osnabrück University of Applied Sciences, you must be recruited into the preparatory service by a cooperation partner (appointment authority). During their studies, the students are civil servants on revocation and receive candidate salaries from their employing authority in accordance with the civil service regulations. In terms of content, the course focuses on administration, law, economics and social sciences. What is characteristic is that each semester, after a theory phase, there is an 8 or 10-week practical phase, which is coordinated by the respective hiring authority. After successful completion, Osnabrück University awards the Bachelor of Arts (B.A.). In addition, the Lower Saxony career qualification for career group 2, the first entry-level position in the field of general services (formerly higher service), is acquired.
